The word all-inclusive is used loosely in this industry, so it pays to read the inclusion list rather than the headline. What is almost always included: your cabin, every meal, snacks between dives, coffee, tea, water and soft drinks, tanks, weights and weight belts, guided boat dives per the itinerary, and the crew service that goes with them.
What is usually extra: Nitrox, either as a per-day charge or a flat weekly fee of $100 to $200; marine park and port fees, which can be substantial in Galápagos, Raja Ampat and Tubbataha; alcoholic drinks; equipment rental; courses; Wi-Fi; and crew gratuities, typically 5 to 15 percent of the trip cost.
Then there is the fuel surcharge
Several operators add one when fuel prices spike, and it is normally payable on board in cash. It is not a hidden fee if it is disclosed, but it does surprise people who did not read to the end of the terms.
